Can 40,000 Rank Get a Government MBBS Seat?

The honest answer is possible in some cases, not guaranteed. MCC conducts counselling for 15% All India Quota seats and specified central institutions, while state authorities manage their own quotas. Every allotment depends on the applicable rules, seat matrix, choices, reservation and candidate movement in that year.
